I have the honour to ask for your instructions
as to the policy to be adopted towards ereny shareholdere in companies registered in Hongkong in connection with the allot- ment of new issues in which existing shareholders are entitled to shares in proportion to their holdings. The matter seeme to be essentially one in which a general Imperial policy
seems to be desirable.

The question was first brought to the notice of this Government in correction with a new issue of the Hongkong and Whampoa Dook Co. Ltd. and I enolcee a copy of a letter from the Attorney General to the company, dated the 30th. December, 1815, which shows the position which wae taken

The matter came to the notice of the Government
again in the case of the Tebong Rubber and Tapioca Latets,
Ltd., and I attach a copy of a letter, dated the 23rd. March,
1916,
from the Secretaries of the company to the Custodian of Enemy Property, Hongkong, and a copy of the latter's
propcaed reply, dated the 26th. April, 1916. As the company in question ie & China company the proposed reply was sent to His Britanrio Majesty's Consul General at Shanghai and he was
asked to cause the letter to be delivered unless he should
wish to discuss the matter before doing so.

In reply to my letter to E. B. M. Consul General
I received a letter dated the PPnd. May, 1914, of which I
enclose a copy.
In view of the contents of that letter ard
in view of the fact that the Tebong Rubber and Tapioca Estate
